Job Description

Programme Summary 
The objective of the DFID-funded democratic Governance Support Programme, “DIÁLOGO – DIÁLOGO Local para a Boa Governação” Programme is to contribute to improved governance and accountability for Mozambican citizens in urban municipalities. DIÁLOGO will provide support to a range of organisations and institutions, including civil society, the independent media, issue-based advocacy coalitions, and research institutes at the municipal and national level to improve the accountability and responsiveness of government. The programme management unit (PMU) is based in Maputo and works with partners in the municipalities of Maputo, Nampula, Beira, Quelimane, and Tete.
Scope of Work – Operations Manager
The purpose of the Operations Manager position is to ensure that programme management, grant-making, and finance support the delivery of programme results. The Operations Manager reports directly to the programme’s Team Leader.
Tasks
The Operations Manager will:
 Assume overall responsibility for all programme operations including grant-making, finance, project administration, and the operations of grants and contracts.
 Take responsibility for overall administrative management operations in compliance with DAI and DFID regulations.
 Oversee management and oversight of grants. Ensure that grant funding; design, award, implementation, and close out processes are in accordance with DFID regulations and DAI policies. 
 Directly supervise Finance Manager and PMU Administrative Assistant.
 With Finance Manager and DAI/London, implement control systems and forecasting and accounting procedures for the project in accordance with DAI and DFID contractual rules and regulations.
 Review financial reports drafted by the Finance Manager.
 Execute human resources management policies, with Team Leader (TL) review 
 Manage all local contracts and agreements.
 Manage IT and website administration and support.
 Direct PMU implementation of programme information management system. 
 Serve as programme focal point for security, ensuring compliance with DAI’s security policies and executing the project security plan.
 Liaise with DFID Advisor and Programme Officer on financial and contract issues
 Support DAI/London staff in managing local compliance issues, including through support to DAI’s National Administrative Officer
 Support the completiong of 
 Serve as the Team Leader’s advisor on all contractual and financial matters with DFID, local partners, and Subcontractors and play a key role in ensuring compliance with the preparation and management of budgets 
 In collaboration with the Team Leader, Technical team and Finance Manager to produce quarterly reports to DFID and support preparation for programme reviews (annual, mid-term, thematic and end-of-programme)
 Any other duties as assigned by the Team Leader
Deliverables
 Finalise Programme Grants Manual and updates 
 Grants documentation and reporting
 Lead reporting (e.g., quarterly and annual financial and project reports) to DAI and DFID
 Lead annual external audit process
Qualifications/Competencies: 
 A good level of spoken and written Portuguese required
 Fluency in English required
 At least five years of experience in grant-making, finance, administration, and operations
 Experience working of large donor funded programmes (DFID, USAID etc.)
 Experience living and working in Africa
 Experience managing national staff
 Experience working with DAI a distinct advantage
