I.. International is seeking a Gender Advisor for a proposed 5 year, USAID-funded Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS) project. The goal of the project is to make USAID/Mozambique a more effective and adaptive development organization by building the Mission’s capacity for performance planning, monitoring and reporting systems. The MMEMS project has three (3) objectives:

1) Improved Activity Management and Learning Capacity
2) Improved Monitoring and Performance Data
3) Ensure high quality and efficient Evaluation services
Responsibility:
The Gender Advisor will lead contractor support to USAID, stakeholders, and within MMEMS in all aspects of gender data collection and analysis to ensure that the overall emphasis of the CDCS on women’s empowerment is included in all monitoring, evaluation, and learning work. S/he will provide guidance on the use of performance indicators and evaluations to reflect progress toward gender equality outcomes and impacts throughout the life of the project. The Gender Advisor will be responsible for the design of gender analyses to assess gaps between men and women in Mozambique, and provide recommendations on empowering leadership and expertise of women and girls, and devise strategies for meeting their needs. S/he will ensure identified indicators incorporate consideration of gender sensitivities, geographic focus, population segmentation, and similar crosscutting strategic issues of importance to USAID/Mozambique, and will establish genderdisaggregated information requirements for data collection activities and reports; and highlight gender-based constraints and issues in connection with all assessments, surveys, studies, etc.
Qualifications:
  • Master’s degree or other advanced degree in international development, women’s/gender studies, research and evaluation, or other social sciences field;
  • Minimum 7 years’ experience in gender assessments and gender mainstreaming for international development programs including incorporating gender concerns in the design and implementation of USAID evaluations.
  • Demonstrated track record of successful capacity building with various counterparts, beneficiaries, and stakeholders, including government officials, USAID representatives, private sector associations, local universities, etc.;
  • Proven experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries;
  • Excellent written and oral communication and outstanding interpersonal skills;
  • Familiarity and experience working in sub-Saharan African context, culture, and society; experience in Mozambique desired;
  • Fluency in Portuguese preferred. At minimum, fluency in Spanish required.
