The expert will need to possess the following qualification and skills:
Education
• A Masters Degree level of qualification in Economics, Development studies, Public Administration, Project Management or any other social science related to the assignment.
Experience
General Professional Experience:
• Demonstrated 6 years work experiences in the formulation, management and or evaluation of development cooperation programme in developing countries.
Specific Professional Experience:
• At least 3 evaluations of European Commission (EC) projects using EC methodological approach for project evaluation,
• Familiarity of using EDF procedures an advantage,
• Experience in NSA capacity building projects is essential,
• Excellent analytical and reporting skills,
• Computer literacy
